As an adjunct to the AOC Educational Foundation, an Enlisted Tuition Assistance Program, now known as the Enlisted Tuition Grant (ETG), was established to offer financial assistance to career enlisted personnel attempting to improve their skill level to qualify for the electronic warfare (EW) career field. The ETG program is intended to complement the Department of Defense (DoD) Tuition Assistance Program that covers most of the cost of qualified courses.

The Foundation's (General) Billy Mitchell Chapter in San Antonio, Texas was selected to help develop the ETG program.  With the assistance of the Kelly Air Force Base Education Office, our chapter implemented a test during the 1988/89 and 89/90 academic years, with $100.00 assistance grants awarded to qualified applicants. 

Local enlisted personnel received the test program so well that our national foundation authorized the BMC to continue the program on a permanent basis beginning with the 1990/91 academic year, with $800 in grants awarded to Kelly AFB enlisted people.  Since then, the BMC-AOC Educational Foundation has awarded over $68,370 in Enlisted Tuition grants.  The BMC is proud to announce the 2007/08 academic year (Fall, Spring and Summer terms) ETG program.

Enlisted personnel (E-4s and above assigned to the San Antonio, Texas area) in qualifying career fields may apply for an Enlisted Tuition Grant if they are enrolled in courses that are required in curricula/disciplines that lead to a Community College of the Air Force (CCAF) Associate Degree, OR a comparable program by other military services, OR a Bachelor's Degree in Electrical Engineering, Mathematics, or Computer Science.
